About Parliament of Uganda

What the institution does

The Parliament of Uganda gets its mandate from the 1995 Constitution, the Laws of Uganda and its own Rules of Procedure. The Constitution empowers it to make laws for the peace, order, development and good governance of Uganda, and to protect the Constitution and promote democratic governance.

Each Parliament sits for five years from its first sitting after a general election. The 12th Parliament began in May 2026, ends in May 2031 and had 553 Members on 29 September 2026. The Speaker presides, and the Deputy Speaker presides in the Speaker's absence; both are elected by Members from among themselves.

The Parliamentary Commission, chaired by the Speaker, organises and guides the institution. The Clerk to Parliament heads the Parliamentary Service, which supports Members through its directorates and departments.
